The essence of european system of local and regional self-government

Analysis of the political-legal development at European level indicates whether the separation of the European system of local and regional self-government. it can be defined as a combination of basic structural elements, namely: the relevant standards, subjects and forms of local and regional authorities, through which European states communities, and their local and regional authorities, as well as international organizations (primarily, CE, EU and others) interact with the aim of guaranteeing and ensuring realization of the right to self-government. The essence of this system is manifested through a system of international legal standards, i.e. the standards, guidelines and tools of cooperation, that are created and implemented in the framework of the European continent in the field of local and regional self-government.
