Abstract

Abstract. The whole structure of international refugees’ protection is based on the concepts
of human rights. As the international law of human rights refers to all people, including refugees
despite their legal status, it is the standard for evaluation of quality treatment, which is provided
for refugees or people searching for asylum by asylum countries on their territory. It is especially
important when the countries are not the participants of refugees treaties.
The international law concerning refugees has the task to provide humane treatment to groups
of people, which are the most vulnerable. That’s why it is to some extent closely connected to the
law in the sphere of human rights, and its task is to preserve the dignity and welfare of every person.
The ration of norms oriented on the human increases steadily in the international law. The
principle of human rights and freedoms, which presupposes their common value, is the basis of
these norms.
It is defined that the norms of international law administered to refugees are numerous and
variegated, that’s why there is no common opinion as to their position in the system of modern
international law. It is emphasized that the specific character of the refugees’ legal status is embodied
in the fact that they at the same time are provided with the main human rights, which have
common value and are administered to all persons despite their status, and take advantage of
rights and privileges characteristic to refugees only, which they receive on the grounds of special
universal and regional international treaties.
