Abstract. In the article, the author considers the impact of financial and eco-
nomic crises on labor markets and international migration in past decades and cur-
rent period. This article investigates the factors that affect international migration
the most, based on migration theory and expert studies. It is emphasized that trans-
formation of patterns and processes of international migration is taking place, and

migration policy responses are analyzed in the changing conditions. As far as the
governments of immigrant-receiving countries tend to protect national labor mar-
kets, they implement different restrictions for newcomers and illegal workers. In that
situation labor migration is affected the most by the crisis, which requires balanced
migration policy.
