СПЕЦІАЛЬНІ СЛУЖБИ: У «СІРІЙ ЗОНІ» ГІБРИДНОГО МИРУ Й ГІБРИДНИЙ ВІЙН

Викладені сутність, характерні риси, передісторія та сучасні тенденції розвитку підривних операцій спецслужб як необхідного елементу керованого хаосу гібридного миру й гібридних війн.
Проаналізовані ймовірні шляхи послаблення й попередження негативних впливів подібних операцій на національну безпеку й оборону України. Одним з базових елементів політики у «сірій зоні» - «гібридних війн» у поєднанні з «гібридним миром» є різноманітна підривна діяльність, диригована спецслужбами, спрямована на деконсолідацію віктимізованої держави, - її розпад зсередини під впливом безладу в різних сферах.
Гібридні загрози можуть бути пов’язані як з урядовими, так і неурядовими акторами, що поєднують у своїй діяльності елементи війн традиційних і нетрадиційних (англ. «regular&irregular warfare»), кіберзлочинності / кібертероризму та інші асиметричні методи.
При цьому об’єктивно зростає роль підривних операцій спецслужб, які здійснюються у тісному зв’язку з терористичними й повстанськими групами. Йдеться передусім про зниження рівня лояльності великих політичних і соціальних груп всередині держави-жертви щодо існуючого політичного режиму. В ідеальному випадку настає момент повного або часткового підпорядкування віктимізованої держави символам і інституціям держави-агресора (зовнішнє управління на рівні колонізації). У сенсі практично-функціональному йдеться про дії, спрямовані на підрив військового, економічного, психологічного і/або політичного й морального впливу керівної в даній країні влади.
