The article reviews the development and tranformation of the EU Neighborhoud
policy as a tool for differentiating the relations between the neighboring states of the
Central Europe, Meditarrenean, and North Africa. Particular attention is focused on the
difference in approaches to the use of this type of policy depending on the final objec-
tives of the participants, with the emphasis on the use of economic mechanisms of in-
fluence on the transformation processes in the neighboring states.
Key words: Neighborhood policy, differentiation of neighbors, final purpose of
the integration, CFSP, principle of interdependence and related interests.
