PROBLEM OF TRANSFORMING THE SPECIALIZATION OF UKRAINIAN EXPORTS OF GOODS IN THE CONTEXT OF SEARCH FOR NEW MARKETS

Abstract. The need for diversification of Ukrainian exports in the context of disintegrationprocesses across the post-soviet area is grounded. The factors behind the expansion of exports,
with breaking into factors of exogenous and endogenous origin, are considered. The endogenous
factors include advanced technologies, workforce, innovation and investment capacities, financial
resources and saturation of domestic market, whereas exogenous factors cover conjuncture,
capacity and infrastructure of the global market. The endogenous impact of the government
is analyzed, which is determined by the foreign economic policy and the import substitution policy,
participation in international organizations and integrative associations, quality of the regulatory
framework and its international harmonization. The exogenous impact exercised through
the international economic policies, principles, norms and standards is taken into consideration
in the analysis. It is shown that the priority objectives for diversification of the Ukrainian exports should be
the following: transition to the advanced structure of the exports of goods by the increased share
of finished products, enhanced competitiveness based on the technological component in production,
implementation of the import substitution policy and the increased share of cross-sectoral
trade. The export-oriented development needs to be based on socio-economic and
ecological imperatives, and on the principle of production of the globally competitive product
meeting the requirements determined by the global demand and by the economic, marketing,
regulatory and ecological parameters of the global competitiveness of goods.
