THE IMPACT OF GLOBALIZATION AND REGIONALIZATION ON MODERN INTERNATIONAL RELATIONS

Abstract. Among the existing numerous trends and patterns of political-legal development
in today's world globalization, integration, convergence, regionalism etc. may be noted While
it is hard to determine the predominant among them at some stage of development in general,
in this or that sphere in particular.
For the young State of Ukraine, as well as for many other States, it is important to ascertain
the challenges, threats and dangers, as well as perspectives and new opportunities of the mentioned
processes. This is especially true in terms of the transformational processes, conducting
the constitutional, administrative, judicial and other reforms, the development of civil society,
the improvement of national legislation, the implementation of international standards.
Globalization is a process that is widely deployed, includes a range of complex social phenomena
that evolve and change over time, contribute to the transformation of local issues into
global ones, open up great opportunities for the development of human civilization. Under its
influence on the transformation of the social order, a new community is being formed that is the
global social system of open type, a central element of any interstate relations. The effects of
globalization can be both positive and negative.
Another trend – regionalization – provides for the principle of decentralization and sub-
sidiary balance relations between central and local levels of public authority. Its wider understanding
is defined as the process of creating regional and international systems of relevant organizations.
The basis of regionalization is regionalism as a value-rational focus on regional
priorities, in contrast to the trend of unification and centralization.
These processes have caused some interest in modern science, as well as the concept of «regional
integration», legal convergence and a number of other contributing radical changes on
the basis of decentralization and deconcentration of powers and responsibility, local government,
democratization of governance. Their result is formation and development of the European space
of law, regional international systems of law, the evolution and convergence of national systems
of law, a stronger cooperation between regional and international organizations. These
processes impact not only the legal norms, but such important legal effects as culture of law,
legal consciousness of law etc.
