NON-TARIFF REGULATION AS A BASIC ELEMENT OF THE FOREIGN ECONOMIC POLICY OF THE EUROPEAN UNION

Abstract

Abstract. Modern approaches to the non-tariff regulation in countries of the European Union
are analyzed in the article. In accordance with normative documents the concept «technical
barriers in trade» is defined as required technical regulations and voluntary standards, which
define specific characteristics of goods: size, form, design, marking of packaging, functionality
and productivity. There is emphasized, that the «principle of the opened free competition economy
» has general character and doesn’t describe a degree of economy’s openness and freedom
of competitions. All these give possibilities to use flexibly certain protectionist measures. Also
is defined, that the non-tariff regulation in frames of the European industrial policy is divided
into two levels: the first – barriers on the level of states-members, and the second – barriers on
the EU level. Dynamics and specificity of using of non-tariff measures in different countries by
EU-members is analyzed. Besides, the practice of the EU-members as for assistance of promotion
of agriculture goods and foods outside of the EU borders is considered by authors.
