Abstract

Shakespeare’s aphorism hasn’t lost its depth even now: «Rumor plays the pipe
of our mind». State government rests upon the obedience to the high and mighty.
And to make this process effective one may leave no stone unturned. We’ve got used
to the idea that social manipulations underlie a ban. But as this subject starts to be
talking of it is necessary to admit its antiquity and triviality. Public opinion plays
dominant and sometimes decisive role in the democracy. It’s powerful instrument
for raising a social alarm and drama. You may never overestimate its force. But how
a politician can manage such highly explosive resources of his power? The answer
is as follows mainly owes to a crafty trick of manipulations of the public opinion
and partly of fulfillment of his course of duty. In this sense public opinion manipulations
are to be interpret both as the source of distortion and as a way to ensure effective
government.
