GLOBALIZATION FACTORS OF DEVELOPMENT PUBLIC PROCUREMENT IN UKRAINE

Abstract

Abstract. It is necessary to increase the efficiency of public funds because they are limited.
Important tasks of the state should be: improving the socio-economic development of the coun-

try, economic growth, and supporting of national security. On the other hand it should be: promoting
a perfect competitive environment, the implementation of problems further market transformation
and integration into the global economy. This calls the need for appropriate
institutional changes in the mechanism of public procurement of goods, works and services in
the national economy in order to stimulate a gradual resumption of positive dynamics of economic
growth.
The article reveals the essence of public procurement and proved their role and importance
in the context of globalization and the integration of Ukraine into the global market. It also defines
the institutional constraints of integration of public procurement market of Ukraine to the
world trading system.
Article has determined that it is important to take into account the trading experience of the
leading countries in the international market for government procurement and its adaptation in
Ukraine. Preparation and implementation of a free trade area in the context of public procurement
between Ukraine and the world is a powerful process that will affect the interests of many
economic actors. At the same time it is important to enter a balanced system of protection that
will comply with the principles of parity in relations with partner countries. This system will
meet the economic efficiency in the expenditure budget, and will provide preferences and priority
in the development of national production. First of all domestic legislation should be adapted
to the countries participating in international trade. The country needs to increase production
and manufacture of products of good quality to form a fully competitive environment in the international
arena.
