Abstract

Abstract. The article is devoted to the analysis of implementation methods of Association
Agreement provisions between Ukraine and the European Union in the sphere of free movement
of persons. The article researches the core Association Agreement provisions between Ukraine
and the European Union in respect of providing the freedom of free movement to the Ukrainian
citizens within the EU member states’ territory. The article analyses a set of bilateral legal instruments
between Ukraine and the European Union concerning the Ukrainian citizens’ right for
free movement.
The article defines the main international legal methods of implementation of the Association
Agreement in the field of freedom of movement of citizens of Ukraine within the territory of the
EU Member States: implementation by Ukraine and the EU international agreements, such as
agreements on readmission on June 18, 2007, an agreement on visa facilitation on June 18,
2007, and due to the visa-free regime for the citizens of Ukraine defined in the Action Plan on
visa liberalization 2010; by concluding of Ukraine bilateral agreements with EU Member States
concerning the issues related to providing opportunities for citizens of Ukraine to move within
the EU.
The analyzed international bilateral agreements stipulate the main provisions in respect of
the conditions of employment and residence Ukrainian citizens within the EU Member States territory.
In particular, according to the agreements, citizens of Ukraine can be employed in two
ways: as employees who work with the employer on the territory of the country under the employment
agreement (contract) and as workers, moved to the territory of the relevant State to implement
the export and export of construction services to the basis of contracts concluded
between legal entities of both countries.
