THE MECHANISM OF UKRAINE’S INTEGRATION INTO THE EUROPEAN LABOR IN TERMS OF ASSOCIATION AGREEMENT BETWEEN UKRAINE AND THE EU

Abstract

Abstract. With the signing of an Association Agreement (hereinafter – Agreement), Ukraine
gain an opportunity to deepen its integration into the European labor market. This plays an important
role, given the fact that about half of all Ukrainian migration is directed to the EU and
the share of remittances from the EU in total revenues from workers totals to more than 30%.
The Agreement provides that the EU and Ukraine will make joint efforts to address the causes
of migration and implementation of effective policy against illegal immigration, legally employed
workers from Ukraine and the EU are guaranteed equal rights. It is declared the need
to expand the number of bilateral employment treaties between Ukraine and EU Member States.
The Agreement provides for the temporary presence of natural persons for the business matters,
and possibility to hire a «key personnel». However, liberalization of immigrants’ access
from Ukraine concerns especially skilled migration, which is generally consistent with the actual
trends in EU immigration policy. The problem of access to the national labor markets of the
main part of labor migrants from Ukraine still remain in the competence of bilateral relations
between Ukraine and the EU host countries.
