ADAPTATION OF MUNICIPAL GOVERNMENT IN UKRAINE TO DEMOCRATIC STANDARDS IN THE CONTEXT OF EUROPEAN INTEGRATION

Abstract

Abstract. Today the administrative-territorial structure of Ukraine is characterized by extreme
dissemination and objectively unviability of local grassroots communities. Effectiveness
of measures aimed at consolidation of the primary subdivisions, is possible only if the application
in their management of integrated development approach that would be based on the principles
of municipal management, successfully applied in the European Union.
Municipal management is a system of administrative levers, which are used by local governments
to effectively manage the economic and social development of the smallest administrative
units of the country – municipalities – through the implementation of competitive
advantage and sustainable use of the resource potential for the provision of living standards by
providing a range of services for territorial population. Managing approach to the development of local communities, grassroots-based management concept is fundamentally different from
the management practices of territorial development of the Soviet and post-Soviet period. Mechanism
of municipal management in the system of local communities’ development is implemented
through grassroots special economic tools, which is a complex system of interrelated and
interdependent tools, the use of which is aimed at achieving an effective strategy for the development
of municipalities.
Integration aspirations of European countries to the political, economic and cultural convergence
objectively determine the increasing role of local self-governing communities as factors
in ensuring the stability and integrity of the highly complex EU system. Today, within the
EU, there is interchange technologies of municipal government in the process of management
innovations’ transfer. Systematic implementation of municipal management toolkit elements at
the local level in Ukraine is currently blocked by the number of organizational, legal, financial
and economic problems.
Creation the relevant conditions for the formation of a full-fledged local government and implementation
of the principles laid down in the European Charter of Local Self-Government is
a necessary condition for the integration of Ukraine into the European Union because the management
of territorial development of grassroots communities is one of the objects of Council
of Europe’s continuous monitoring.
