The article deals with cognitive limitations and threats to efficient anti-corrup-
tion strategy implementation. Basic types of biases preventing from rational as-
sessment and positive decision-making are covered, organizational models that
influence cognitive limits are studied. The issue of anti-corruption strategy imple-
mentation difficulties on the operating level is stressed.
