FOREIGN EXPERIENCE OF INDUSTRIAL PARKS PROMOTION: CONCLUSIONS FOR UKRAINE

Abstract

Abstract. The importance of the industrial parks creation in Ukraine is stipulated by the
complexity of their impact on production and investment, socio-economic and regional development,
as the country needs simultaneously and efficiently to solve a number of diverse problems
of state development, including economic ones.
The basic conceptual framework and experience in sphere of industrial parks development
in neighboring countries of Ukraine are analyzed. It is revealed that industrial parks are primarily
considered as an economic organization form of investments attraction in order to create
high-tech industrial production and as the incentive mechanism of backward areas
development. Each country creates its own system of industrial parks development stimulation

instruments according to the state and local government model, resource and financial capacity.
In order to ensure the effective development of industrial parks in Ukraine during the initial
stage it is necessary: to justify the system of organizational, economic and financial incentives
for management companies and businesses of industrial parks; to work out a mechanism of international
donors funds and cheap loans attraction in order to create an industrial parks infrastructure;
to represent some possible choices of public-private partnerships usage for the
industrial parks development; to create an Association (Agency) of industrial parks to solve
common problems.
