FOREIGN POLICY PRIORITIES OF CHILE IN THE GEOPOLITICAL THOUGHT OF XX-TH AND THE BEGINNING OF XXI-ST CENTURY

Abstract

Abstract. The article represents the analysis of theoretical approaches determining the
Chilean foreign policy in the context of geopolitical trends. The main goal of the research was
to compare approaches by Chilean scholars and foreign policy practitioners as to the place and
role of Chile in the international processes.
The author devotes his article to the ideas by Ramón Caňas Montalva, who is traditionally
seen as the founder of Chilean geopolitics and who argued that Chile should secure its leadership
position in the south part of Pacific Ocean and control the Antarctic. Supporting the mentioned
idea of Chilean influence in the Pacific, other scholars, including Domingo Cereceda
and Admiral Oscar Buzeta stressed the importance of integration of Chile with other Latin American
countries. The article also deals with the approaches by Rikardo Riesco, who formulated
the priorities of Chilean foreign policy, and by Admiral Jorge Martinez Busch and Emilio Meneses,
who rationalized the need of Chile to expand its control over the seas. The author argues
that Chilean geopolitical approaches were strongly shaped by the viewpoints of Augusto
Pinochet who in his works focused attention on geopolitical rights of the Chilean state.
Supporting the ideas of the mentioned above researchers of geopolitics of the XX century, the
contemporary Chilean scholar Manuel Rodriguez emphasizes the significance of the ocean policy
of his country. He stresses the importance of navy and the sea power of the state, as well as
defends the need to advance economic, scientific and technological development of Chilean
south territories.
