Abstract

Abstract. The processes of economic globalization, the end of XX - beginning of XXI century,
reinforced by the rapid development and wide dissemination of information and communication
technologies have caused large-scale series of gradual transformations. Together with the positive
changes they brought, began to emerge and new problems related to various aspects of
their use. Need considerable attention and issues of global information society of understanding
the causes of, evidence, prospects.
The objective reality of modern times is that the development of international information
relations began steadily and far ahead of their international legal regulation. It turned out that
the world community, the institutional set up, headed by the UN and international law and have
not been for a long time and were still not ready for such radical changes. The emergence and
transformation of their problems to the level of global nature, including in the area of information,
put before them several pressing issues.
In the article examines trends of international legal regulation of modern information relations
in a globalizing world.
In this regard, the author examines the complex issues of the challenges the international
community due to the introduction of information and communication technologies and the
emergence and development of the global information society, problems faced by the institutional
system and directly themselves areas of international legal regulation of relations of modern
information.
By examining the issue of information challenges, problems of international institutions and
international law in a globalizing world, notes that challenges the international community due
to the implementation of ICT and are associated with problems of information society, the use
of ICT for development and international information security; problems of the international institutional
system are in the ideas of information society and their international legal support;
future trends of ICT use and their international law; the ideas ensuring international information
security as problems began to acquire global features; areas of international legal regula-

tion of modern information relations in a globalizing world by changing the role, place and significance
of information, dissemination of ICT, the emergence of new objects of regulation.
