THE HOLODOMOR OF 1932-1933 IN UKRAINE AS A CRIME OF GENOCIDE: THE PROBLEM OF INTERNATIONAL RECOGNITION

Abstract

Abstract. Article deals with the problem of international recognition of the 1932-1933
Holodomor in Ukraine as a crime of genocide. It analyzes instruments of foreign states, international
organizations as well as views of scholars on qualification of the crime of the
Holodomor. The author separately analyzes views of the «father» of the term «genocide» Professor
Rafael Lemkin who had not questioned in his works that the Holodomor in Ukraine was
a crime of genocide under the UN Convention on the Prevention and Punishment of the Crime
of Genocide. The author draws to the conclusion that political aspects take priority over legal
ones in the issue of international recognition of the crime of the Holodomor and some other
crimes in the world as genocides.
