Abstract

Abstract. The theoretical generalizations and modern approaches to scientific problem of the
international Internet communication as a tool for foreign policy activities are analyzed that is
shown in the study of the social media impact on the transformation of the system of modern international
relations. Application of methods of political analysis has allowed to establish the
current trends of international cooperation leading political actors and to determine the structural
and functional characteristics of Internet communication at the global, regional and national
levels. To highlight the features of the state's foreign policy during the development of the
global information processes analyzed foreign and domestic classic and modern scientific works,
as well as analytical studies.
It is found that the transformation of the essence of foreign communications in the international
system makes use of innovative Internet technologies in the structure of foreign policy, as
it ensures the formation of new types of interaction of traditional and non-traditional international
actors, which allowed to define social media as Internet-based tools for enhancing international
cooperation. Modern information technologies contribute to the democratization of
global governance and sustainable development of the regions and states allow international actors
to support global relationships and at the same time cause the asymmetry of international
development as a result of the formation of new types of polarity or the digital divide in the
world today.
