Abstract

Abstract. The principles of relations between the United States and Latin America were established
more than 190 years ago with the Monroe Doctrine, which was proclaimed on December
2, 1823.
The relationship of «two Americas» by presidency of J. Bush Jr. was characterized by ineffective,
which was due to the fact that after the terrorist attacks September 11, 2001 Washington
first of all considered this region in the light of the fight against international terrorism.
Basic document of American foreign policy by George W. Bush Jr. was «National Security Strategy
» that was published on September 20, 2002.
National Security Strategy of the Barack Obama democratic administration was published
on May 26, 2010. NSS of Obama administration is different from the NSS of George W. Bush Jr.
administration in several key areas.
Firstly, the Strategy-2010 emphasizes the special role of «soft power» to achieve global leadership
of the United States.
Secondly, the new document does not mention about unilateral preventive power action that
hold without hard evidence of the danger and the relevant decisions of international organizations.
Thirdly, the Obama’s strategy underlines the need of states joint action under international
law and the role of diplomacy strengthening in this regard.
Finally, the Strategy-2010 points to the use of the international organizations capacity to address
the most complex global problems.
Currently, the United States foreign policy strategy on Latin American direction requires innovative
approaches that takes into account the growth of the desire of the region leaders to
play a more effective role not only regionally but also globally; development of «flexible» ap-

proach to relations with various countries in the region, which would maximize the results of the
interaction in various spheres (political, economic, military, etc.).
