Abstract

Abstract. The article is devoted to the analysis of the interaction mechanism between innovation
systems of Ukraine and countries of the European Union on the basis of structural complementarity.
Innovative system of the EU is focused on the structure of promoting international
technical and scientific cooperation. In recent years the EU constantly activates the search path
of cooperation with Ukraine and so it causes the necessity of study of formation features in the
EU innovative systems, accounting changes supranational innovation policy. Moreover, the EU
experience in the development of international scientific-technical integration is unique and
should be used in Ukraine.
The main task of the innovation policy of the EU is to eliminate the various manifestations
of fragmentation. Innovative system of the EU is of multilayer and multilevel character and has
the ability to integrate into the global innovation system through cooperation with third countries.
Innovative system of the EU according to their qualities practically corresponds to the concept
of national innovation systems, if it is created on the basis of the integration group and is
considered as spatial integration of education, based on the General institutional framework,
markets and provides permanent integration of national innovation systems of the grouping
member countries. But learning from experience for Ukraine is possible only on the level of a
certain country or even at a lower structural level. Strategy of transition to lower structural
level increases the amount of information available and requires powerful tools to process information,
to make a realistic assessment. On the example of preparation of the European innovation
Scoreboard (Trendchart) collected data on more than 1400 innovative activities
throughout Europe. Rather difficult to present a full picture, which would contain all events and
even if it is possible to cope with large volumes of information, the activity takes place only in
the context of the innovation system and is absolutely uneffective in a different context.
A selective approach is the way to resolve this situation in the existing heterogeneity between
countries and a large number of strategic initiatives to support technological development and
innovation. It takes into account the options of the European model, which has been under development
for a long time and allows one to draw conclusions from the study of the processes of growth and development in different countries. International innovation system of the EU is
based Organization for economic cooperation and development (OECD).
