REGULATION OF SETTLEMENTS’ INTEGRATION IN UKRAINE ON THE BASIS OF THE INTRODUCTION OF THE EU EXPERIENCE

Abstract

Abstract. When an adequate level of macro-economic and political structure of the state
does not and can not correspond to a certain stage of economic country’s development, the implementation
of local interests under such circumstances can be realized through the integration
of human settlements.
The objective conditions for consolidation of efforts and resources, primarily between settlements
located in the territorial contacts or geographical proximity appear at the regional
level. Because of this unity, for example, minimizing of losses from various types of crises phenomena
that periodically arise in today’s economy is possible. At the regional level such unity
gets a practical implementation, followed by the emergence of inter-regional economic groupings.
As the practice of regional development in Ukraine shows the organization of effective institutional
structures or even simply common actions of settlements at the regional level are
often elusive, coordinating the efforts of settlement systems appears fragmented in some regions
of the country.
In this context, the experience of the EU settlements’ integration becomes extremely interesting.
It necessitates the formation mechanism of the integration processes’ regulation at the regional
level.
The creation of regional socio- economic complex and the formation of its management areas
are possible with the use of an effective mechanism for solving the problems of efficient use of
resource, industrial, scientific, cultural and other components in attracting investment support,
both from the state, regional, local investors, and foreign business entities as well as the creation
of tax reliefs in the Ukrainian regions. Thus, to improve the integration of socio- economic environment
it is necessary to create functioning and integrated circuit state regulation in the management
of territorial economic integration.
To form an effective mechanism for managing territorial economic integration it is necessary
to introduce state regulation, including the system of legislative, executive and supervisory measures
aimed at the achieving of the objectives carried out by the bodies of state administration.
