Abstract

Abstract. The article is aimed to study the corruption causes in EU. The methods of synthesis,
and analysis and qualitative comparison are used. The core causes of corruption for EU-15,
new member states, and EU common factors linked with the integration process are singled out.
The distinctive features of the corruption’s institutional environment for EU-15 are described
particularly, they consist in social capital parameters, increase in lobby’s corruptive component,
changes in international economic environment, and privatization and deregulation. The
causes of systemic corruption in new member states are identified: the soviet regime’s historical
inheritance and the transition process’ peculiarities. The factors caused by integration process are detached. They revealed within the framework of agent, predatory, cultural and policy
networks hypothesis and are realized under the sufficientconditions of broadening of the
possibilities for money laundering, complication of the regulation and control system, increase
of the corruption resource base and broadening of discretion power. The results of available
empirical investigation on the links between the certain indicators and the corruption levels are
synthesized.
