Abstract. The formation of clusters contributes to the economic development of cooperating
enterprises, organizations and institutions in the region, providing an innovative model of management.
Within the operation of the cluster becomes possible to increase their productivity, innovation,
competitiveness, profitability. Cluster is an integrated structure that operates on the
organizational and economic principles. The article presents organizational and economic foundations
of сlustering. Summarizes the typical structure of the cluster. Considered equal сlustering
and its components. The approach to the foundations of cluster formation through functional
characteristics сlustering organizations. Organizing management experience of formation and
development of cluster systems to find optimal ways to implement effective modern industrial policy.
