Abstract

Abstract. Integration into the world economic space requires is increased share of innovative
products and increasing the volume of high-tech services in practically all sectors and enterprises.
In modern works on the theory of innovation are analyzed properties and new trends,
which in one form or another reflected in the interaction of state, business and science and shape
in the form of a model «triple helix». One of the new forms of the organization, on the basis that
it could be the Union of scientific development and production, are innovative-industrial cluster
Association. The complexity of the management process in the framework of the cluster associations,
caused by the features of all three categories of participants, determines the necessity
for process modeling of functioning of the cluster associations with the purpose of analysis and
forecasting of the priorities of economic development.
The aim of the article is to develop a simulation of the process of functioning of the innovation-
industrial cluster Association for determining the optimal composition of its participants.
The article describes the model «triple helix», describes the author’s interpretation of the
term «cluster Association», the main methods of modeling of processes of formation and functioning of the cluster associations, in particular, cluster analysis, method of discriminate analysis,
a method of spatial scheduling, development of artificial neural networks, simulation.
On the basis of the study of the analytical methods that can be used to modeling of processes
of formation and functioning of the cluster associations by the author for the solution of this
problem is proposed to use simulation and developed a scheme for simulation of the process of
functioning of the innovation-industrial cluster Association. The results of the simulations can
choose the participants of the innovation-industrial cluster associations that enable optimization
of their operation.
Key words: innovation development, model «triple helix», cluster Association, methods of
modeling, simulation model of the functioning of the innovation-industrial cluster Association.
